Use it to show how long an action will have been in progress by a future time.
The future perfect continuous measures how long an activity will have been going on when a future moment arrives. By May I will have been working here for five years counts the duration up to that point. It is formed with will have been plus the -ing form.
It is the least frequent of the twelve tenses, and it is almost always paired with an explicit period of time. Recognising it matters more than producing it: you will meet it in formal writing and in exam reading far more often than you will need it in conversation.
The rarest of the twelve, and the easiest once you see it: a duration added up as far as a future point. The band is still running when it reaches the marker — you are measuring time served, not announcing a finish.

The future perfect marks completion — By Friday I'll have written the report means it will be finished. The future perfect continuous measures duration reaching that point — By Friday I'll have been writing it for a month. The continuous form nearly always carries an explicit length of time.
Is this tense actually used?
Yes, though sparingly. It appears most in anniversaries, service records and project timelines, where the length of an ongoing activity matters: Next month she will have been leading the team for two years. In everyday conversation speakers often rephrase it more simply.
Can it be used with state verbs?
No, consistent with every other continuous form. Will have been knowing is wrong; use the future perfect simple instead — By June I will have known her for a decade. State verbs reject the continuous in all twelve tenses.
